Many yards are operating without meeting legal requirements, while factories, concrete batching plants and construction material production lines located within dyke protection corridors have yet to be thoroughly dealt with. Meanwhile, management in some localities remains slow and lacks determination, posing potential risks to dyke safety, flood drainage capacity and disaster prevention efforts. The Chairman of the City People's Committee has instructed departments, agencies and local authorities to review, classify and thoroughly handle unauthorized yards, concrete batching plants, factories and illegally constructed structures on riverbanks and within dyke protection corridors. Violations must be resolutely suspended and terminated, with the relevant structures dismantled, relocated or cleared in accordance with regulations. In particular, existing violations must not be legalized, and establishments must not be allowed to exploit the process of completing legal procedures as a pretext to continue illegal operations.Within five working days from the issuance of the Directive, commune- and ward-level People's Committees must complete a comprehensive review of all yards, construction material storage sites and dyke-related violations in their respective areas. Within 15 working days, the city must complete an initial inspection and classification campaign, clearly identifying each case, the responsible parties and the deadlines for handling violations. Newly arising or repeated violations, as well as those posing direct threats to dyke safety and flood drainage, must be prevented and dealt with immediately. The Department of Agriculture and Environment has been assigned to take the lead, in coordination with the City Police, the Department of Construction and local authorities, in conducting inter-agency inspections, focusing on areas with numerous and complex violations. The department is also responsible for monitoring and urging implementation, compiling results and submitting weekly reports to the Chairman of the City People's Committee.Notably, the Chairman of the City People's Committee has called for the accountability of heads of agencies and localities to be clarified if violations are allowed to persist, recur or newly arise without timely action. The focus will be on in-depth development, promoting digital transformation, green manufacturing, and smart production to strengthen enterprises’ competitiveness in global value chains. In terms of specific targets, by 2030, Bac Ninh aims to have at least 700 supporting industry enterprises operating in priority sectors, with approximately 60% of domestic enterprises meeting international management standards and becoming official suppliers to major corporations. Each year, the city will support at least 20 enterprises in improving their competitiveness, organize at least two supply-demand matching events, and establish a comprehensive digital database on supporting industries. By 2035, the number of supporting industry enterprises is expected to reach at least 1,000, with approximately 80% of domestic enterprises adopting globally recognized management systems. The city also aims to establish an integrated supply network and develop independent capabilities in several core technologies.Through 2030, the city will focus resources on priority sectors, foremost among them supporting industries for electronics and semiconductors, with the aim of positioning Bac Ninh as a regional high-tech hub. Other priorities include supporting industries for high-tech manufacturing, mechanical engineering and automation, automobile manufacturing and assembly—with an emphasis on electric vehicles and smart vehicles—and the selective development of textiles, garments, and footwear toward greener production. To achieve these objectives, the city will implement coordinated measures covering policies and mechanisms, including allocating 5% of industrial land in industrial parks and clusters to high-tech enterprises and small and medium-sized enterprises. It will also develop technical infrastructure, logistics, and clean energy. In addition, the city will help enterprises improve production processes through the adoption of ISO, IATF, Kaizen, and Lean standards and methodologies; promote smart factory models; protect intellectual property; support demand-driven training of highly skilled personnel; and expand supply-demand matching events to help domestic enterprises effectively leverage next-generation free trade agreements. The City People’s Committee has assigned the Department of Industry and Trade to serve as the lead agency responsible for monitoring and urging implementation, and to advise the City People’s Committee on submitting to the City People’s Council a resolution on “Regulations on Specific Expenditure Levels for Supporting Industry Development Activities in Bac Ninh City,” scheduled for issuance in the fourth quarter of 2026. Investors shall be responsible for the accuracy of the documents used to determine prices. Social housing selling prices must be calculated based on the actual total construction investment costs attributable to the social housing floor area. Costs unrelated to the project, unsupported costs, costs arising from the investor’s own negligence, unreasonably allocated costs, and expenses arising from the purchase, sale, transfer or contribution of capital or shares during project implementation must not be included in the selling price. The allocation of costs between social housing and other areas must be public, transparent and consistent with the scale, function, usable floor area, level of investment and actual value of each component. Investors must not allocate costs attributable to commercial, service or other business areas to social housing in order to increase its selling price. For construction contracts, contracts for the supply of materials and equipment, consultancy contracts, and transactions with related enterprises, investors must provide complete documentation on contractor selection, quotations, acceptance and payment records, invoices, receipts and supporting documents demonstrating the independence and appropriateness of transaction prices.Investors must also finalize accounts, update and adjust social housing selling prices in accordance with regulations. If actual costs are lower than the provisional costs included in the selling price structure, investors are responsible for reviewing and reducing the selling price or fulfilling related financial obligations as prescribed by law. They must not continue collecting or retaining unsupported differences. Acts of overstating construction material prices, construction and installation values, or construction costs included in social housing selling prices will be considered for handling in accordance with the law.For social housing projects with unusually high selling prices, the competent authorities will prioritize inspections to clarify the basis on which those prices were determined. Investors must provide all relevant records and documents for inspection within 15 working days of receiving a request from the competent authorities. The official dispatch also highlights the risk of legal violations involving the transfer of entire projects or parts thereof, as well as profiting through share transfers or project transfers before any revenue has been generated. The cost structure used to determine social housing selling prices must comply with regulations and exclude unsupported expenses that could adversely affect homebuyers’ rights and interests. The Chairman of the City People’s Committee has assigned the Department of Construction to compile a list of projects with unusually high selling prices, projects subject to complaints from residents, or projects showing signs of a lack of transparency in price determination, and to inspect them according to priority. As an immediate measure, inspections will focus on the basis for determining selling prices at social housing projects with unusually high prices. If signs of legal violations are detected, the cases must be promptly referred to the police for investigation and handling in accordance with the law.The Department of Construction will continue to study and advise the City People’s Committee on solutions, or propose measures to the competent authorities, to improve mechanisms and policies for social housing development. These efforts aim to ensure that the policies are implemented in line with their intended objectives and help protect the lawful rights and interests of social housing buyers./.Linh Ngọc
